The Humble Memorial of Arthur Jackson
and John Lewis Tetley, Officers in the
employment of the Government of
Hong Kong to His Majesty's Secretary
of State for the Colonies showeth:
1. Your Petitioners are Assistant Government Analysts
in the employment of the Government of Hong Kong.
2. Your Petitioner Arthur Jackson was appointed on the
18th. October, 1929, under the terms of Colonial
Office letter No.16353 Appts., dated 2nd. September,
1929.
3. Your Petitioner John Lewis Tetley was appointed on
the 23rd. January, 1931, under the terms of Colonial
Office letter No.19075 Appts., dated 20th. November,
1930.
4. Under the terms of General Order No.149 (7), which
was in force at the date of your Petitioners' appoint-
ments Senior Officers were entitled to First Class
Passages when travelling between Hong Kong and England.

Assistant Government Analysüs ranked as Senior
Officers and still so rank for the purpose of deter-
mining the type of Government Quarters to which they
are entitled,
5. In July 1932, the General Orders of the Hong Kong
Government were revised and there was substituted
for the above arrangement the following:-
General Order 178 (2). 'Unless otherwise
expressly provided in this order every such passage
will be by a passenger ship approved by the Government
for the purpose, and the class of accommodation
will be 'First' in the case of officers whose salary
